Paying money out, the authority behind it, and what settlement does.
Money leaves a trust account against an authority. Briesa asks what the authority is before it asks for the amount, because that is the order an auditor will read it in.

Settlement
At settlement the disbursements go out together: the vendor’s proceeds, the commission entitlement, and anything the settlement statement directs. The campaign closes and the file keeps every line.
